A federal appeals court late Thursday paused a ruling that required President Donald Trump to return control of members of California’s National Guard to the state.

The decision by the U.S. Court of Appeals for the 9th Circuit blocks a federal judge’s earlier order to return control of the troops to California.

U.S. District Judge Charles R. Breyer for the Northern District of California ruled that the decision to deploy the National Guard amounts to “serious injury to the constitutional balance of power between the federal and state governments, and it sets a dangerous precedent for future domestic military activity.”
