A Maryland woman with a long history of severe mental illness has been rearrested and charged with killing two of her children

A 13-year-old boy in Maryland has died after being swept into a storm drain. The Mount Airy Police Department said the individual had become trapped in the drain after getting caught in 'rapidly rising floodwaters.
